As the demand for student housing increases across the CSU, auxiliary organizations are uniquely positioned to lead creative solutions that meet urgency with action. This session will spotlight a case study from Sacramento State, where University Enterprises, Inc. (UEI), the university’s commercial services auxiliary, purchased a neighboring parcel and led a streamlined housing development process in partnership with Greystar, the City of Sacramento, and the CSU Chancellor’s Office. Through the agility of an auxiliary-led structure, the project was able to sidestep the lengthier constraints of state capital processes while still ensuring compliance, transparency, and policy alignment. The result: an efficient, fully entitled, non-state funded P3 project that delivers apartment-style beds designed to serve sophomores and upper-division students—filling a critical gap in the university’s housing continuum. Attendees will hear directly from auxiliary leadership, advisors, and development partners about the decision-making, stakeholder collaboration, and lessons learned that made this project possible. The session will explore how auxiliaries can proactively lead acquisition and development strategies that benefit students, campuses, and communities.

Biography

Serving as B&D’s Southern California vice president, Mr. Bohannon brings a passion for quality-of-life facilities that empowers clients to create successful projects. His interest in these facilities began while he was a resident advisor and chair of a student union board, and since joining B&D in 2004, Mr. Bohannon has planned more than $2.75B in completed or under construction projects. Leveraging his architectural education with deep market and financial analysis expertise, he is recognized as a trusted advisor who partners with clients to implement projects which maximize benefits to their institutions. Mr. Bohannon’s knowledge of housing, student unions, recreation centers, public-private partnerships, and program management has earned him several industry awards, including recent recognition by Engineering News-Record as one of its California “Top 20 Under 40” honorees for 2017.

Biography

John attended California State University, Fresno from which he received a Bachelor of Science in Business Administration with an option in Accountancy and later attended law school at University of California, Davis, where he received his Juris Doctorate degree. John also passed the CPA exam and earned his license to practice as a Certified Public Accountant. In addition to working for a public accounting firm during his earlier career, John practiced law for 9 years during which time he litigated civil and criminal law cases in various California counties. It wasn’t until later in his career that John changed focus and began working for California State University, Fresno Association, Inc. for over 18 years, serving as its Associate Executive Director and Staff Counsel. In 2018, John relocated to Sacramento and began working for University Enterprises, Inc. (UEI) as its General Counsel and Risk Manager. Upon the retirement of UEI’s executive director in July of 2023, John was selected by Sacramento State President Robert S. Nelsen to serve as UEI’s new executive director. Gabe Gardner is Senior Director of Development and is responsible for the acquisition and development of new multifamily, mixed-use, single-family rental, student housing, and industrial investments. Gabe leads all facets of Greystar’s development activity in the Northern California and Northern Nevada regions. Gabe has been active in the real estate industry since 2012, following his retirement as a two-time Olympic volleyball player, where he won an Olympic Gold Medal. Gabe has acquired and developed investment grade multifamily assets in the Sacramento region for over a decade, including both existing and ground up apartment developments. Gabe holds a Bachelor of Science degree from Stanford University and several professional and educational awards in the real estate industry.

Establishing an Effective Office Ergonomics Program

Biography

David Prokopenko is a senior associate in B&D’s Southern California office, where he facilitates and develops analytical and strategic solutions for the firm’s higher education practice. Prior to joining B&D, David built his experience in real estate advisory and consulting, providing highest-and-best use solutions and creating development strategies for the nation’s largest developers. He has worked on projects across the nation but has largely focused on the Los Angeles and Southern California region, where he was born and raised. Over the years he has advised on numerous product typologies, developing a broad understanding of how to create value and drive revenue through the optimal combination of products and phasing. David has also focused on driving business development and organizational strategy, opening and running a satellite office in his previous experience and building years of managerial skill. David received his Bachelor of Science in Business Administration from the Marshall School of Business at the University of Southern California.
